What can be understood can be made.
The oldest of the three, and the one the other two depend on. Understanding that stops short of making is only a record of having looked.
A transmission from the Idus system
Everything recovered from the Idus Ascent, held open by directive.
A world where the people who gather knowledge work apart from one another, solving the same problems alone.
Do not send answers. Send tools.
The High Council did not authorise correction, instruction, or rescue. Only instruments, placed within reach, and the patience to let a species pick them up on its own terms.
Knowledge has value only when it becomes useful.
The oldest of the three, and the one the other two depend on. Understanding that stops short of making is only a record of having looked.
Recovered from a later hand than the first fragment, and written about the Poiesians rather than by them. It became Standing Order I.
The instruction the name itself carries. Poiesis: the act of making a thing that was not there before.
Long before humanity looked toward the stars, another civilisation had already been looking toward us.
On Poiesais, intelligence was never something to be possessed, only something to be made useful. Their oldest teaching, drawn from the idea of bringing possibility into existence, guided generations of builders across a world humanity would not understand for millennia.
When they reached beyond their own sky, they did not arrive with weapons, or with demands, or with monuments already finished. They arrived with instruction: how to build, how to measure, how to preserve what is learned so it is not lost again.
Perhaps the old stories were never about visitors who built humanity's monuments for it. Perhaps they were about visitors who taught humanity how to build them.
Bring possibility into being.
A world defined by the pursuit of harmony and the eradication of isolation. Home to twelve billion Poiesians, and the origin of every instrument carried aboard this vessel.
From orbit, Poiesais resembles a vibrant marble of deep cerulean and emerald green, crisscrossed by glowing, gold-tinted webs of light that mark the planetary city-networks.
The terrain is a harmonious blend of bioluminescent oceans and hyper-advanced cityscapes. The cities are arcologies: massive vertical urban forests where architecture is grown rather than built, organic silica blending skyscrapers with towering flora.
A graceful humanoid species characterised by translucent, iridescent skin that shifts colour with emotional state. Their auditory and empathetic organs are highly developed, allowing them to hear the emotional resonance of other living beings.
Having passed through and out of an era of conflict by mastering empathetic communication, they turned toward the stars.
A superconducting mineral found in the ocean depths. Essential to the long-range communication instruments carried under Project Audientia.
A transparent, indestructible alloy used in the construction of the floating cities and of every vessel that leaves them.
A catalyst harvested from native flora, capable of accelerating cellular regeneration and extending lifespan.
Poiesais is a world defined by the pursuit of harmony and the eradication of isolation. Having evolved past conflict through the mastery of empathetic communication, the Poiesians looked outward and found Earth.
Observing humanity, they perceived a tragic paradox: a species capable of building global networks and still profoundly disconnected, divided by language, ideology, and misunderstanding.
The High Council initiated Project Audientia to answer it. An interstellar philanthropic mission, designed to place The Lexicon within reach: cognitive tools and communication interfaces that bypass linguistic barriers and allow the direct exchange of empathy and intent.
The mission is phased. The first wave strengthens the channels that already exist, so that conflict is prevented rather than resolved. Later waves carry instruments for sustainable energy and planetary healing.
An interstellar philanthropic mission. Its purpose is not to correct a world, but to place within its reach the instruments that world has not yet built for itself.
Authorised after the fourth Earth survey, when the Council accepted what the surveys had been reporting for a century: that the paradox observed on Earth was not a failure of capability. Humanity had built the networks. It had not built the means to be understood across them.
Observation without contact. A century of survey, conducted from beyond detection, on the standing principle that a world cannot be understood while it is being spoken to.
Instruments placed within reach of the channels humanity already uses. Nothing replaced, nothing supplanted. The first wave reinforces what exists so that conflict is prevented rather than resolved after the fact.
Instruments for energy and for planetary healing. Held until Phase II demonstrates that tools offered are tools taken up, rather than tools stored.
No instruments are carried in this phase. It is the name given to the condition in which a world no longer requires them.
Send tools. A world that is given a conclusion learns nothing except that conclusions arrive from elsewhere.
Every instrument must be capable of being set down, ignored, or dismantled by the world that receives it.
Contact is not the mission. If it comes, it comes because it was asked for.
Nothing carried under Council authority is sealed to the world it concerns. Exceptions are granted only on that world's request.
The Vaal Reach. Concluded before Phase II. The record is held open, and it is not a comfortable one.
Idus interior. Not a contact mission. The array that makes every other mission possible.
Field unlisted. Sealed at the instruction of the receiving world, under Order IV.
Observed continuously for a century before a single instrument was carried there. What follows is the survey, and the reports its inhabitants have filed about us.
A species capable of building global networks, and still profoundly disconnected.
The surveys returned the same finding for a hundred years, phrased differently each time by whichever analyst held the watch. Humanity has no shortage of channels. Signal moves across their world faster than it moves across ours. What it does not carry is intent.
They are divided by language, which is ordinary. They are also divided by ideology and by simple misunderstanding, which is not, because both are failures of transmission rather than of capacity. Two humans in agreement will frequently believe themselves to be in conflict. The Council found this the single most difficult observation to accept.
They work in isolation from one another by habit rather than by necessity. Across their world, the same problems are being solved separately, repeatedly, by people who will never learn of each other. It is the closest thing to grief the survey teams reported feeling.
Complainant states he was woken by livestock and observed a light standing still above the north field at an estimated height of . States the light made no sound. States it remained in position for a period he estimates at before departing.
Complainant states his failed during the period and resumed afterward. This deputy observed no damage. Complainant produced photographs which this deputy has not evaluated.
Complainant surrendered an item recovered from the field, logged as Exhibit D. Item is . Item does not appear to be agricultural. Retained pending disposal.
No corroborating reports received. Complainant is known to this office and has no history of false reporting. Recommend no further action.

A farmer reported an event over his field and the county closed the file. He did not accept that, and carried his photographs, his notes and his maps to the one person in the county whose work is to decide whether a thing is true.
Among the material he handed over was an object recovered from the ground. She assumed it was debris from equipment, logged it as evidence, and put it in a drawer. It stayed there for some time.
Amateur astronomers recorded the object and he began, as he always does, by trying to make it ordinary. Aircraft, satellite, atmospheric refraction, observational error. He eliminated each one in order and documented the elimination.
An object associated with the observation was handed to him during that process. He has spent longer verifying its provenance than he spent on the sighting itself.
Three fishing crews described the same silent light holding position for eleven minutes. She interviewed them separately. Their accounts were consistent in the way that accounts are consistent when nobody has rehearsed them.
She went to the newspaper archives and found an older case with the same shape. Inside the archival box for that earlier story was an object showing decades of storage.
She did not investigate a sighting. She noticed that the story was moving through her readership in a shape stories do not take: people crossing between decades of archive, building timelines, searching places they had no reason to search.
The pattern connected readers and organisations that had no natural connection to one another. A package arrived at the organisation while she was still describing it.
She reconstructed the sighting from witness positions, elevation, weather, terrain, flight paths and astronomical data, and arrived at a location that the reconstruction could not justify.
She travelled there. The object was not buried, concealed or damaged. It had been set down.
A younger journalist put a package on her desk and told her she needed to see it. She has been told that many times across four decades and she dismissed it, which is the correct response.
Then she checked where it had come from, and found that another newsroom had received one. Then another. Then another.
He is not a journalist and was not a recipient. He was brought in because the object could not be identified or read by ordinary means, and that is his work.
He isolated it, imaged it, and found an architecture that behaved like no storage medium. He attempted to execute what appeared to be a dormant interface, and it answered.
A translated sentence carries what was said. It does not carry what was meant, and on Earth the gap between the two is where almost everything is lost.
Poiesian communication does not resolve this problem so much as sidestep it. The empathetic organ transmits intent alongside utterance, which is why our world passed out of conflict without ever inventing a diplomacy worth the name. We did not become better. We became legible to one another.
Humanity has no such organ, and the Council rejected every proposal to give them one. What can be carried instead are instruments: things placed within reach, that do outside the body what our species learned to do inside it.
A standing record of who is working on what. It solves nothing. It only ensures that two people addressing the same problem can discover that the other exists.
Matching by intent rather than by word. Where the Register shows who is present, the Resonance identifies who is reaching toward the same thing, and says so.
Instruments held jointly rather than owned. What one party learns using them does not become private by virtue of having been learned first.
Direct exchange of intent, unmediated. Carried aboard, not deployed. The Council's position is that a world must ask for this one, and Earth has not asked.
The instruments above exist on Earth now.
The field office maintains them. The file is open.
